In 2003, the Netherlands decided to concentrate bilateral aid towards a limited number of countries, with emphasis on Africa. This led to the end of the bilateral development cooperation programme with Cambodia on 31 December 2005. As a result, the Netherlands currently has no bilateral development cooperation with the countries under this Embassy’s jurisdiction: Thailand, Laos, Cambodia and Burma/Myanmar
However, a few funding facilities are still available at the Embassy to support small-scale initiatives aimed at poverty reduction, human rights and the promotion of bilateral cultural and economic relations. They are as follows:
The Small Projects Programme General Fund (PKP Non-ODA)
The fund covers all areas of foreign policy except for development assistance. It is mainly used to support the promotion of Dutch cultural activities as well as Dutch economic and commercial activities in Thailand, Laos and Cambodia. For more information, please contact

General Information Human Rights Fund of the Netherlands Embassy in Bangkok
To request for funding for a project a proposal can be submitted to the embassy at any time, our fiscal year runs from January to December. Please use the
application form or make sure that your proposal covers all items of this form so we have all information to make a decision.
The average amount of funding available is € 70.000 per activity, but sometimes exceptions are made to smaller activities. Total budget yearly available is around € 450.000.
All proposals will be assed on the following criteria:
- the activity takes place in a country that is of strategic importance to the Netherlands
- the activity supports capacity development of a) humanrightsorganisations or b) national governments
- or the activity focuses on:
- increasing the freedom of expression of opinion
- supporting human right defenders
- increasing the ‘rule of law’
- combating violence against women and children
- supporting the implementation of EU guidelines
